Depends.
All DVD-ROM's must ship region restricted... typically that either means your locked to whatever region the drive was sold in, or you have 5 changes after which it will lock in the last one you changed it.
Many DVD-Rom's can be flashed to be region free though, or physically hacked to remove the region checking. Search the web. There is much info out there.
