Basically, what they're saying is that the models themselves are seen as action figures. I don't know why the hell they did it to the Endless Waltz kits, as the 1/144s are fit only for kitbashing, good looks, and display. The 1/100s deserve that title...unpainted, they would be the second-largest Gundam action figures.
