Generally- at least for enlisted pwrsonnel in the US- can be
subjected
to NJP (non judicial punishment) under Article 15 of the Uniform Code
of Military
Justice. Court martials generally come after a board on inquiry
hearing which
recommends such action. Although there are different court martials
especially in times of war and depnding if the individual is an
officer and
gentlemen or enlisted scum who signed upon for drink and adventure :D.
Again in order to conduct a court martial JAG has to fly in lawyers
and judges b/c most countries militaries provide legal defense free of
charge
of the accused. at least those states that have a traditon in English
common
law.

Naval services generally have more leeway when it comes to
discipline. A captain of any war vessle generally has the power
to relieve and incarcerate personnel under his command for breach
of discipline. And most skipeprs love to run a bread and water brig
(aka cake and wine or punk and punch). Thus depending on larger
vessels you will have a master of arms or detachemnt of Marines
to clack irons on offending sailor and lock him up in a dark,
dank portion of the ship.
At least keel hauling and the cat of nines has gone
out of style :D

He doesn't have time nor the inclination to violate communications
security to see if Jaburo can send a prosecutor, defense attorney,
and military justice plus a jury to decide Kou's fate.
Uraki may think other than his head but as Chesty Puller once
noted he didn't consider a marine or marine until he has stood very
tall
before the man, gotten office hours, and reduced in pay/grade. Busted,
broke, and generally shat upon :D.
