What do you think happened in 0083? The 2 cylander being transfer to Side 3
are the result of poison gas attack in the One Year War. One reason for
Zeon to start the war is that they are running out of space, even with their
more populated cylanders. Since Side 3 and Side 6 suffered the least amount
of damage during the war (Side 1,2,4 50% of cylander destroyed or
depopulated, Side 5 100% destroyed, Side 3 and 6, ~= 0% damaged). Side 3 is
still under enough population overgrowth to ask Federation to transfer
salvageable cylander for them to resettle overpopulation.
Attacking military target makes sense. Wholesale depopulation by poison gas
makes no sense other than a land grab.
