IMHO, thats probably because the JEF doesn't expect anyone to attack its
ships. And they have a point, would you bite off the hand that feeds you if
by doing so you lose your source of energy? Besides, there was a treay
sighnd during the OYW that bans attacks on Energy Fleets (both the JEF and
the Zeon Energy Fleet). Besides, it's obvious that the JEF has enough
immunity from any attack since they can do a lot of shady things without
much fear of Federal retribution.
