Actually, it was dropped because of the ban on above ground nuclear testing
back in the 50s, although one can postulate that the USand Russia are still
testing these nuclear drives due to the numerous UFO sightings that involve
exposure to hard radiation. There seem to be a lot more of these sightings in
the US and the former Soviet Union than other places in the world.
