In general, Japanese fan sites never use scanned images. (They are,
after all, right under the nose of the companies that own the rights.)
You can safely assume that any images you see on Japanese sites are
created by the authors, and shouldn't be taken without permission.
US fan sites, on the other hand, do little more than scan pictures out
of books & magazines (except for the occasional fan art site, like the
fan art section of Gundam.Com). A shame, really - it's more fun to draw
your own stuff, in my opinion. :-)
