The Zeon Energy Fleet isn't a discrete unit, but rather an aggregate of several
units. One orbits Jupiter and gathers the He3 from the atmosphere. Some
refining may also be done here, but there are dedicated refineries as well.
Then there are asteroid colonies used by the families of the JEF crews and all
the infrastructure to construct and maintain the ships and refineries. Next
there are the giant transports used to carry the He3 back to the Earth Sphere
and, last but not least, various waystations used to service ships in transit
and prep them for the journey.
Axis was a Zeon waystation for the JEF.
Also, while there was originally a single JEF, initiated by the Fedeeration in
circa 2026 and reorganized in the Jupiter Development Enterprise Group in UC
0010, Zeon established a fleet of its own shortly after it declared independence
as the Space Republic in UC 0058.
The JEF elements out in the asteroids and around Jupiter became the Jupiter
Empire sometime after the events of CCA but prior to those of F91, where it was
instrumental in instigating the conflict between Cosmo Babylonia and the
Federation.
