But you sound like without NT "ability", Amuro and Camille wouldn't
learn to pilot effectively. Anyway, I just think it doesn't make that much
of a difference, at least in terms of pure piloting skill...

Did you see Zeta Gundam at all? Unlike Amuro and Lalah, the romance
between Four and Camille didn't really have anything with NT power - in
fact, Camille fought Four before he even meet her in person. Even in the
incident you are talking about, he got a headache, without mentioning it has
anything to do with Four at all. Char just put it as somebody is
experimenting with Newtype or enhance human pilots...
