They work just fine under gravity, as I mentioned in another posting. Recall
Puru's futile struggle against the Psyco Gundam II piloted by her evil twin.
Puru lined up Qubeley II's fannels in an attempt to spray the Psyco. Whether or
not this move is stupid, the fannels nevertheless functioned properly.
There are also other instances in which fannels of the Axis/Neo-Zeon type
operated under gravity.
