A VCD is an MPEG video stream of 352x240 resolution with a framerate of 29.97. In general a VCD done from high quality source (SVHS, Laserdisc, something digital) will look good on a monitor and really good on a TV. Most of the bootleg Gundam VCD's you see are done from Laserdisc or comparable source so they look decent, albeit they have hardcoded Chinese subtitles on them. VCD's you create yourself can vary wildly in quality and its entirely dependent on the quality of your source.
