That's because the I-field was never installed. There's a spot for it in the
chest, but it was never completed. There's no evidence of it working
anywhere in the movie.
In fact, it's this major hit to the neck area that Amuro scores which makes
Chien's shot possible... they hit the same area, which is already vulnerable
by being weakly armored. My personal take is that Chien had a combination of
dumb luck and weird Newtype 'destiny'.

I wouldn't say that the Alpha is weak as all that... it manages to take out
several Jegans (which doesn't sound like much, but remember we have a green
pilot here.) If you look at the stats, those mega beam turrets are extemely
nasty... each more powerful than the average beam rifle, and they got rapid
fire! There's that one scene where she's spraying the crap out of some GMs,
gives me the shivers... And its funnels really gave Amuro a hard time until
the Nu Gundam pulled that barrier trick. Funnels don't need to be small,
just agile... their advantage is not stealth, but comes from attacking the
enemy from all sides (if done properly).
It's also one of the fastest MAs ever built, especially with the boosters.
