Yeah, you could say that. (Though you could say the same about the
all-environment Gelgoog... let alone the Gundam, which even works
underwater!)
Incidentally, the MSV Collection File says that there were a number of
Marine-customized mobile suits, but the records of this controversial branch
were covered up after the war, so the only one that's well-documented is the
Gelgoog Marine.
