Nope. To my knowledge, it's never had a canonical model number. The original
series didn't use model numbers, not even for the MS — the model numbers came
later, when they started using them on the, ah, models.

That being said, two Gundam reference books, MSV Technical & History III and MS
Wars: Gundam 0083, designate White Base as the SCV-70, second ship of the
Pegasus class (the Pegasus being SCV-69).

But if you backform from the MSC-07 Albion in the Gundam 0083 OAV series, which
is almost by definition a canonical reference, the White Base would be the
MSC-02 (the Pegasus being MSC-01).
