That means you've hit the 200 unit limit on the game. It'll stay that way
until you either you lose units or you scrap them for parts. :)

the Scraping option is the one 2 below the build option, BTW. just get rid
of most of your Space fighters(useless since Space will not be a primary
battlefield til the end) and some of your worst units.
