This is the third release in the Mobile Suit In Pocket (MSiP) line of
pre-assembled model-quality toys, akin to the High Complete Model (HCM)
series, released in conjunction with the V Gundam television series. There
were a total of 14, as follows:

The first nine MSiP were 1,000 yen each, as were 11 and 13. MSiP 10 and 14
were 1,500 yen each and MSiP 12 was 1,200 yen. After HCM, I consider MSiP
to be the best Gundam toy line ever produced. (This may change if I ever
get any of the Chogokin Nano...)

The CS-H926 Setter is a flight support system (FSS) -- a human-piloted
giant aircraft adapted to serve as a aerial platform for MS. The earliest
FSS was the Dodai YS, a Zeon bomber used as a mount for the MS-07B Gouf.
Unlike earlier FSS, the Setter was designed from the outset to support MS
in this fashion.
