Basically, yes. See the MS Development Chart in the Official Handbook
for Silhouette Formula which comes with the Neo Gundam kits.

It was one of AE's two new designs derived from the RXF-91 (the other one
being RXF-91 Kai) and was developed in UC 0130.

According to the Development Chart, the XM-07 series (A & G) were jointly
developed and are direct descendants of the XM-05B. The XM-06 is an
independently developed recon MS, like the XM-03, and does not fall into
any place on the development tree.
