He acturally submitted resignation for 3 years and wasn't approved
until that. As soon as he was eligible for pension, he tried to resign.
Federation kept him around because they fears uprising of Newtype
pilots. And Federation want to keep Bright as a shield againist such
possibility, due to his track record.

No. Call it Jame T. Kirk disease. But he is still Captain/Colonel/O-6.
